Kanwar Pal Singh Gill IPS was born December 29, 1934, and died May 26, 2017, in New Delhi, India. He served twice as DGP Punjab (1988–1990 and 1991–1995). He received the Padma Shri in 1989. He was convicted of sexual harassment in the Rupan Deol Bajaj case (1996). He was never prosecuted for his role in the Khalra murder, the illegal cremation programme, or related atrocities. He died without facing trial. He held no connection whatsoever to Fresno, California, to American medicine, or to this website.

LEGAL AND EDITORIAL NOTICE
──────────────────────────────────────────────────────────────────────────
Authorship and Method
Unless otherwise expressly attributed, all content on this website — including forensic audits, evidentiary timelines, constitutional essays, archive analyses, memoir writing, and long-form commentary — is conceived and substantively authored by Dr. Kanwar Partap Singh Gill, M.D. The four-tier evidentiary framework applied across this archive — Proved Finding [PF], Documented Allegation [DA], Analytical Inference [AI], and Panthic Memory [PM] — is Dr. Gill's original editorial method. This includes work across The Asymmetric Lens, The Sovereign Prototype, The Bloodline of Gurmat, Crimes Against Sikh Nation, and The Author in the Archive. Substantive revisions, clarifications, or corrections may be incorporated over time, but the archive's governing method remains preservation-first, attribution-conscious, and document-based.
Public-Interest Archive Notice
This website functions as a protected public-interest archive. Factual material is synthesized from public records, judicial proceedings, commission reports, NHRC findings, historical documentation, and primary sources. The archive maintains an explicit distinction between documented fact, sourced allegation, and forensic interpretation. Its purpose is the preservation of durable public memory against digital erasure, administrative silence, selective visibility, and historical revisionism. Where public controversy exists, this archive favors preservation, traceability, and documentary accountability over disappearance, sanitization, or convenience editing. Jaswant Singh Khalra — the private citizen who identified what the statutory officer did not — is the central moral figure of this archive. ਸ਼ਬਦ ਤੋਂ ਪਹਿਲਾਂ, ਸ਼ਮਸ਼ਾਨਘਾਟ। Before the word, the cremation ground.
Lawful Purpose of Publication
All material is published for lawful educational, historical, scholarly, documentary, medical, and public-interest purposes. Nothing on this website is intended to incite violence, promote unlawful conduct, or target any individual outside the protections of lawful criticism and public-interest analysis. Short quotation, citation, discussion, and good-faith scholarly or journalistic reference to this archive are permitted consistent with applicable law, provided authorship and source are accurately identified.
Access Restriction and Section 69A Notice
This website may be subject to access restrictions in certain jurisdictions, including the Republic of India, under Section 69A of the Information Technology Act, 2000. The author disputes silent blocking, non-speaking takedown orders, and suppression without transparent process on the grounds set out in CONSTITUTIONAL ANSWER on Section 69A, the Archive of Historical Memory and Administrative Vandalism of the Digital Record — Section 69A Audit. The site remains committed to preserving factual history and public memory for a global readership. A comprehensive written submission contesting any Section 69A proceeding was filed April 29, 2026. The full platform non-interference notice to Google LLC and Squarespace is published at WHEN TRUTH BECOMES THE TARGET: The Archive They Would Rather Not Read.
